Starting from November 1, 2012, grid companies have provided full-process services such as access system plan formulation, grid connection testing, and commissioning for distributed photovoltaic power generation projects of no more than 6 MW, without charging. Grid companies also purchase surplus power in full and support distributed photovoltaic power generation to be connected to low-voltage power distribution grids. This has shown me that home photovoltaic power generation is possible, and we have changed from a traditional electricity user to a "generating party." I believe that the "recovery period" of photovoltaics will definitely come early.

Recently, policy information to support the photovoltaic industry has been released one after another, and the overall installed capacity of photovoltaic power generation in the "Twelfth Five-Year Plan" has also been adjusted upwards. On October 26, 2012, the State Grid Corporation of China held a press conference on strengthening distributed photovoltaic power generation grid-connected services, proposing that in the future, it will provide full-process services such as system plan formulation, grid-connection testing, and commissioning for eligible distributed photovoltaic projects. The Ministry of Finance website also announced a few days ago that in order to promote the healthy development of the photovoltaic industry, the central government has allocated 7 billion yuan a few days ago to support the launch of 3,157 megawatts of photovoltaic power generation application demonstration.
The favorable policies continue, can my country's photovoltaic industry move forward against the trend?
Zhao Yuwen, Vice Chairman, China Renewable Energy Society
In the past two years, the photovoltaic industry has been in a downturn. In 2010, the growth rate of the international photovoltaic market has exceeded 140%, which is very stimulating to the entire industry, and the industry is expanding significantly. In 2011 and 2012, the growth rate decreased. Therefore, industrial expansion has led to a surplus of photovoltaic products. These surpluses have made the prices of photovoltaic products fiercely competitive with each other, and the photovoltaic industry has ushered in a downturn.
After two full years of digestion, the situation of product surplus has come to an end. It is expected that in half a year, the production capacity of the photovoltaic industry will gradually pick up and become relatively stable. The recovery of the industry will occur in the second half of 2013, not sudden, but a steady recovery.
The most important thing is policy support. The government is preparing some measures to promote the growth of the domestic photovoltaic market. Although the specific implementation plan for these measures has not been released, we believe that in March this year, specific measures in this area will be introduced one after another.
Regarding the expansion of the photovoltaic market, we cannot just stop at the government's several principled opinions on the photovoltaic industry. I think this is not enough. It depends on whether the principled opinions are implemented in specific policies. I believe the government has noticed and paid special attention to emerging industries. This will promote a relatively balanced development of the photovoltaic market and industrial manufacturing. This is of particular significance for the recovery of China’s photovoltaic industry in 2013.
